Freddy. Only reason Freddy lost in the real world is because Humans got involved in the final fight. But still doesn't matter. At the end it's clear Freddy was still alive and using Jason at the end again. In the Dreamworld Freddy wins easily. In the real world Jason has a chance but the shows us that in the end Freddy overall may have lose the battle but won the War. Why carry Freddy's head out of the water with him. Jason doesn't take souvenirs of his kills....so in conclusion it's Freddy controlling him once again. Meaning Freddy won in the end.

Jason wasn't even no acting it's a dude walking fast showing up out of nowhere like a teleporter with naked women showing their breasts..Freddy is the goat didn't need nudity just pure charisma and way better story telling from each film
