This was apparently made for one interesting FNF mod called "VS Evil BF", also known as playable Cycles Honkish mix (now "WELCOME BACK"). The Sonic there represents Chinelin's Sonic creepypasta (as if the showcase of frames from various remakes of the said creepypasta wasn't obvious at it's best).
The song here was composed by Sandi, leading to conclusion that this will never get finished.
