OFCOM actually wrote a CLI code of conduct which the Telcos largely ignored. It was relatively easy to block scam calls using the Calling line identity OCTET within BT NUP or BT ISUP IFAM/IAM message, these were the variants of signalling system number 7 we used at BT for the national interconnects. Blame solely lies with OFCOM.

In the states I suspect that the calls are routed through hacked legitimate call servers. The calls don’t have an ID because they originate from inside the servers themselves 💁 Improved security should have fixed this years ago but really, there just isn’t any particular impulse to get it done
