Maybe not considered a statesmen because of his rank as supreme ruler but I would argue Marcus Aurelius. He was not only very skilled in war but in diplomacy as well.

I voted Cicero from this list, as flawed as he was he is the best choice of these three, but really it should go to Cincinnatus or Camillus.

It has to be Either Cincinnatus or Fabius Maximus. One gave up power to return to life of farming and the other was a dictator who helped Rome in a pivotal time and strategic method was used for years

Appius Claudius Caecus and Marcus Livius Drusus. Two of the only politicians who actually seemed to care about the well-being of the Romans as a collection of humans. Also shoutout Scipio Aemilianus and Marcus Agrippa for doing a lot of dirty work in their own times. They were both very flawed and self serving but exceptionally talented.
