I remember when they implemented that policy. People were creating games just to get trading cards to sell. As I recall, every trading card only sold for about a nickel, but over time it added up while also clogging Valve's game database.

Charity DLC, all money goes to charity, and by buying it you get a heart on the main menu screen, with something like "thanks for donating to charity"

someone else suggested this but i think its a really good idea which is to add the hat greg DLC twice but one is free dlc the other is paid like its an option, do you want to give money or do you just want the hat. (TABS did something similar with the bug cheat menu where you could pay to get it early and support the devs or just wait for the update that added it anyway)

WTF You should absolutely make a DLC that puts a hat on Greg. You absolutely deserve voluntary monetary compensation for your efforts and it let’s get you up to even more mischief.

I am associated with a free open source game and intended to make point shop assets for it a couple of years ago, but I could never tell for sure if the game was eligible, I asked steam support but never got a reply so I vaguely concluded we weren't. But I guess we probably are because we do have DLCs that cost money even though they're only a way for people to donate to the project for our server upkeep. I have no idea what channel this is but this is useful information to me :P

Just do what frog fractions did on steam and have the dlc cosmetic actually change the game entirely. Means you get to add to crypt and get trading cards as well.

I am an idiot.
I have been informed that Valve will simply not give access to trading cards for a completely free game, it either has to cost money or have micro transactions in it. Very sad.
One option then is to make a dumb little paid DLC that, say, puts a hat on Greg - but I'm not willing to do that. Crypt is an absolute steaming pile of manure and I will never directly charge for anything relating to it, even to get access to the trading cards.
I guess we'll all just have to wait for Crypt II :)
