Javascript can be ugly in detail, although not as much as it used to be. And with modern frameworks its actually not as bad as it used to be and way more performant. With npm there are many packages that are well maintained so you dont have to do everything yourself and debugging and testing can be quite comfortable. Web technologies are very popular with devs, if you compare those tools to other languages its not that bad. So im not sure if that joke hits as it did 10 years ago. The real mess starts choosing a stack these days.
