This explains the recent update to the tos. Now says something along the lines of, if you are not an adult in your country, you need your parent or guardian to watch you play the gane at all times. I believe it said something similar before, but the updated tos, added more to child restrictions in-game.

So apparently , Hoyo's tactics of advertising have been kinda misleading causing kids to spend lots of money and have very little chances at getting a 5 star in return. As a result, they are being fined 20 million$ and teens under 16 will require extra parental consent to make any more in-game purchases.
