Sadly all these just mean shareholders wanting more money out of the business and not efficiency. If one looks at all these efforts at different companies over the last 3 decades, the outcome is clear. Less efficiency, more bullshit, less real output...as all they did was kill the people below and give themselves a raise for it. That's the recipe for the business disaster we are seeing en masse now....plus a few more of similar tactics.
