There’s one called Chicago Fabric Yarn and Button Sale in the loop in downtown Chicago, it’s super small but they cram an insane amount of stuff in there and the owner is very friendly :)

You want to go to the Textile Discount Outlet on W 21st St. It's enormous, and their selection is hugely varied. They're not necessarily going to have what you're looking for, but they will have something you want at an affordable price.

There's a place with two locations called the Wasteshed that sells gently used arts and crafts items. You can find a lot of notions and some fabric gems.

Vogue Fabrics is another one. I was there years ago so I don't know what they're like now.
