Split key construction keying. Used like construction cores. Building is under construction but doors are keyed and ready to go. Contractors used the short keys so they only have part of the bitting. Once construction is over they remove the have of the keys that are in the lock. Bitting total would be to the MK but contractors only have half the key so you still have key control hopefully.
