I'd say BOBF. It's shown that Luke is constantly getting stronger over the years. Even though I don't think we would have reached the level of power of Vader and Palpatine, he would be approaching that level of power.

It's hard to tell. We don't really know how much more powerful Luke is in the Book of Boba Fett. I think I'd take rage amped Return of the Jedi Luke.
