Simply, if the grid wasn't backed up as before red flag, yes. But after backed up grid, no. Because everything was back, and immediately Sainz's penalty has to be removed.

That only happened after the collision. Not only that, because of the safety car, and all the cars close to each other, then that was the reason.

The thing is that the consequences of that penalty were too high, 8 places man. Normally 5 seconds cost you 1 or 2 places, but not 8...
