Between Lucifer and the Sins. Even if he makes a deal with Lucifer he could never own his soul due to Lucifer not having a mortal soul to barter. How he could make a deal to gain more power, but not power equal to Lucifer himself. That plus owning the sinners +Charlie and Lilith (they have mortal souls). Would definitely put him above Adam and the Sins but probably just below Lucifer.

I thinck he can make a deal Whit lucifer to get stronger ,but he can't own his soul and i feel like lucifer won't acept a deal Whit him ,but Charlie probaly would make a deal Whit him ,Whit this deal alastor can't own her soul but he can get stronger and free himself from his chains and also owning Every mortal soul in hell soul ,which overall this i thinck could make him stronger than the goetias so like solar system
