Depends on the usage. black is for the color. Black describes the people...who are actually brown but are described as black because their "former" oppressors referred to themselves as White who are actually more of a beige/peach/pink color.

Yes Black should be capitalized. It is more than an adjective or descriptor. It is a racial identity expressed through the word Black as a capitonym. To not capitalize it changes the meaning.

I did not get a chance to see Dave while he was in town. Was it a good show? No, I don’t normally capitalize the word Black. Never thought about it that much, but now I am.

I have gone back and forth over the years with regard to if I should capitalize the word ‘Black’. There are reasons why I think this word should be capitalized, however, I also observe that a lot of people do not capitalize it. I can understand both sides of this choice.
I am curious what you think about this? Do you capitalize this word? Please state why or why not.
Side note: Did anyone else see Dave Chappelle last week in D.C.?
