As long as you respect the rules and live in Pyongyang, North Korea is better than both Afghanistan and Somalia. It’s still a terrible country but the capital is at least clean and not involved in any internal conflict, though North Korea is still very poor in its rural areas. I’d only pick North Korea if I was forced to choose between it and Afghanistan or Somalia and if leaving is not an option. If leaving is an option, I might consider northern Somalia, so I can move to the wealthier Djibouti, and then flee the horn of Africa from Djibouti. If the country I pick is permanent and I can’t leave, North Korea is the “better” option, although it’s still bad. The truly “better” authoritarian country would be either Russia or China, since they’re not as terrible as the DPRK, Afghanistan or Somalia. Also, as long as you have a VPN, you can access YouTube, Instagram, Discord etc while in China, plus China has a decent quality of life in its urban areas, I’d live in Chongqing or Beijing, Chinese food is amazing and the cities look so futuristic. If I had to pick a poor country that is also authoritarian, then Turkmenistan (which is poorer than Russia or China but also richer than Somalia or North Korea… way richer than North Korea actually) Edit : this is an hypothetical scenario, no one is forcing me to pick a terrible country to move to
