Probably a general use library. I prefer making all my own sounds but it can be a real pain to get high quality sounds quickly working both a normal job and doing sound design

Probably a sound design library containing things that I can't personally record. Most likely animal sounds for creature sound design - lion roars etc

I would say that the priority would be to get a handy recorder to start experimenting with your own sources but for $200 I would invest in a general purpose library... The Soundly subscription probably.
