Every Dinosaur on the island is considered too dangerous for Jurassic World's park, so Ember would scale higher than Rexy and the Giga based on that alone. At bare minimum it shows it's far more aggressive and strong enough to break out of anything they could put it in. The Giga on the other hand seems to use head on force to fight, which Ember has more of, and Giga's only feat is bullying an elderly rexy that's smaller than itself, while Ember is bigger.

Giga is slightly larger and has usable arms. Ember didn’t puncture the raft because he didn’t even need to. He chased the people out of curiosity.
