It means that the festival event will happen on the 9th. The dlc pack will drop the day before like it says.

The first DLC pack, Minecraft, is coming to Sonic Racing Crossworlds THIS upcoming weekend and is launching with it's own festival!
This time it seems like it is going to run 1 day shorter than the Miku festival going from Thursday, Oct 9th to Saturday Oct 11th
(It's odd how it says Friday 9th as those dates don't match up)
