I’ve been passed a few times on the shoulder, mostly when traffic was going really slow, but a couple of times at freeway speeds with moderate traffic.

I was almost killed while riding a bicycle on the shoulder (perfectly legal) by some idiot that tried to pass on the shoulder. I was seriously injured. That was years ago, and I have mostly recovered, but will never completely recover. I sued them, and collected over $300,000. But that will not undo the damage they did, including a permanent limp and 2 pieces of titanium in my left leg. Well over a hundred bicyclists have been killed in my state (AZ) and hundreds more seriously injured because of idiots doing this. Traffic laws are not enforced in AZ.

How many driving instructors do you think are teaching young drivers that they can't and shouldn't do the speed limit in the left lane? It's for passing, not hanging out and potentially slowing or impeding the flow of traffic.
