Stannis defeated the Iron Fleet. Also, Tywin considered Stannis more dangerous than any of the other combatants in the War of the Five Kings. Stannis is also about to defeat Bolton/Frey Army in the books.

I think that while Stannis is a great commander, I believe Robb is a very talented commander and if he was able to live to stannis's age, he would be better than Stannis, Robb was 14 in the books an 16/18 in the show and he was winning every battle without the aid of other houses outside the North and River lands. In the war of five kings, I do believe Robb was better, not by much however

Robb had much potential, I can't speak for the book version but the show version he had great moments like capturing Jamie and destroying his army but also terrible moments like not using the Bolton's on the front since they have an reputation of being disloyal and losing the karstarks

No mention of any Stannis is kinda disrespectful not gonna lie. I like Tywin as a character and his presence is strong, but he wins more through strategy than his command of a battle.

The best tactical commander is Robb no question asked. He destroyed two armies completely (Jamie and Stefforn) deleting them from the map. He was about to encircle Tywin in the books (The mountain in the show) but due to lack of communication Edmure did not know about (that why I said tactical commander). And if his plan succeeded which was going to succeed then he could have ended the war by killing Tywin. In the other hand if we are talking about a strategic commander then he is the clear winner, it is true that Robb kicked his ass in battle but in the long run with some strategic moves he won the war. So as a battle commander for managing a battle then Robb is the clear choice and for a strategic commander/ faction leader then Tywin is the clear choice. For Robbert everyone said that he was a great warrior but not everyone said he was a great commander he was beaten by Randel and in the battle of the bells he would have died if Ned did not come for his rescue.
