Applications are written for the best platform. Every OS adapts to be able to run the Linux: WSL, FreeBSD Linux Emulation, and even OpenBSD & Illumos need to ensure the ability to run Linux in VMs.

Pretty much everything you do in cloud is entirely linux for most workloads unless you are Windows Sysadmin spinning up Windows Server VMs in the cloud that deals a lot with Domain Controllers and AD.. Docker and Kubernetes only runs on linux. Pretty much all IaC tools runs on linux. Docker can run on windows but not natively that requires a linux vm or wsl to run it on top of.
