They both served in the Continuity Of Government Program's disaster scenario planning think tanks in the 1980s where 9/11 was first dreamed up, and later in early 2000 they both sat on the Foreign Policy Advisory Board for Solomon Smith Barney which occupied over 85% of WTC Building 7.
