For me personally I think Goku is much more simplistic and iconic and has a much better and easier character development

It is really the only times when I'm going to give Goku the edge here because the creator of Naruto wasn't really writing oh really doing anything with the character is most of the artists and the animators and the voice actors that did the show and made the characters
