Characters first, to be honest, and their relationships. Even shity plots can be endearing to follow with well-written characters that you feel a connection with. That said, the world-building (well managed) is what makes it from good to perfect for me <3

For me personally, it’ll vary depending on the anime and what I think that anime is. I’m okay with simply decent plots or characters that don’t go too deep as long as something else is carrying the anime. I don’t ask for much, which makes me easy to please. This is one of the reasons why I think Solo Leveling surpasses Frieren, with the other reason being the fact that Solo Leveling just allows me to turn off my brain and enjoy something for once without having to worry about anything else, which is certainly refreshing for me personally.

Plot and Characters are pretty even in my opinion. Most of the time, especially in isekai, the plot will start out pretty solid with lots of potential. Then, a few episodes/chapters in, it loses it's way and either becomes yet another harem anime or loses focus (sometimes so badly they have to do an in-universe reboot!). So a lot of interesting casts of characters just get wasted and fall into generic tropes. However, strong characters can completely carry a story too. The plot of Frieren isn't exactly knocking on the same highs as Chainsaw Man or JJK... yet the characters are so well written and the story beats so well paced that it's easy to look past how much of this epic fantasy tale is JUST people talking to each other and dumping exposition.

If one, then animation....ehm, "The PowerPoint after the end". If you have that, then it's a plot honestly and the cast. The direction of the story can decide how good it is, while the cast adds the spice. If you have a shit plot then I doubt anyone would be thrilled to see it much less enjoy it. (tho that's personal opinion, as everyone enjoys something else)

There is no single secret, or key ingredient. The most important thing is that, all of these and even other aspects of the anime, complimet each other in a way, that is engaging for the audience. But if I, perosonaly would have to chose one of these, it would be the characters.

There is no Anime with a great plot and bad characters and vice versa. Both are tied together in a way, at least if you consider little sub-plots. That's the skill of the author. Animation and music comes from the production and there can be many fails, but they can't level an Anime to being great when story and characters are lacking behind. Otherwise even an mediocre soundtrack and not that good animations can drag something down too much, although blocking real greatness.
