Likely a scapegoat rather than an actual spy. She’s too high profile to do actual covet spy work, plus her sleeping with high-ranking officers makes for a very convenient scapegoat to boost French morale.

There's been zero evidence that she was ever one. I believe that because she was a popular sex worker, they wanted to "make an example" of her. She was also meddling with dangerous men.
