Yume Nikki is creepy but colorful. ULTRAKILL while only having red as a standout it certainly makes it feel colorful There’s also games like Pikmin or Splatoon, I think Terraria’s colorful too

Geometry Dash, the official levels are colorful on their own, but the player made levels are on another level (pun definitely intended)

a color pallete i really like is Firewatch, obviously but, and hear me out on this, Antichamber it seems not colorful at first but all the different colors you interact with, all the mind-bending gradients you encounter, all the colorful areas in the game, it really makes for an unforgettable experience hell, id even say that this game is based on color

Paradise Killer. It surprised me how much colour they could fill that space with and not loose consistency. But if you are looking for pure number of hue's then probably Cruelty Squad, Danganrompa 2 or The Witness

A color palette that stands out in my mind is Sunset Overdrive. It's so vibrant that at times, it can be blinding. I feel like it plays into the campy aspect of the game.

I don't even know why but the og TES:IV Oblivion was so colorful to me a couple years ago despite it's old potato graphics, i remember times where I was just staring at NPCs and my goofy ahh player character but be amazed by how detailed the landscapes were
