Light has a more evil mentality but “good” actions and Eren has a “good” mentality but evil actions. You should pick whatever you think what evil is the question asking.

Eren's kill count goes for billions but his intentions and his own character wasn't evil His goal wasn't actually to kill but to actually save his friends Besides light is more evil he had pure intentions to kill criminal and even at a point to save himself he tried to kill the police So yeah light is more evil
