The seriousness of it depends on the tone/context. As an abbreviation it’s always less serious than writing it out. Here it’s not a huge insult it’s expressing frustration and impatience rudely. But that doesn’t mean they don’t look bad. They do look bad. It’s Dunning-Kruger type of comment. 😂

it means "for f*cks sake", and it's a more vulgar way of saying "oh, come on!" or "seriously?!". overall it expresses huge disappointment. It's only usually used in very informal contexts, like twitter or texting for example.
