The YouTube Bots must be drunk today because I could have sworn I already had phone verification on this channel over 7-8 years ago, but suddenly, as soon I move my channel to a different email around 2 months ago, now YouTube says "Whoops, it looks like you moved your channel to a different email, so now we forgot your channel history and now you have to provide verification again."
