I would shut down the PC, disable secure boot in BIOS, boot up the machine, log into the "administrator" windows account instead of my own, disable windows defender and any antivirus, make sure its connected properly to my wifi and the internet, enable powershell scripts, install java, and then right click "run as administrator".
