I imagine he met Great King Enma who bows to him, telling him it's an honour and that he has a request to which Grand Priest appears and asks him to come with him. He then introduces Zeno's to Toriyama, explaining he is the creator of all they've ever known. The say wow and ask him if he will play with them and Toriyama simply smiles and agrees. The G.O.A.T. is gone. Thou he lives on in all of us.

You left this world a better place than you found it, your legacy will live on forever.
Your works inspired and touched so many people's hearts, including mine.
So many memories and friendships were made because of your work. i shudder at the thought
of were i'd be, if you never expressed your creativity. even what i am doing now through YouTube, was indirectly because of you.
you brought so many people together all over the world, created literal communites through your work.
you even inspired some of the most popular manga/anime, which in turn inspired others.
in the end, you made people connect and come closer with each other, and for that i'll be forever grateful.
Thank you for existing, and I hope that "Heaven is just as pleasant as you envisioned it in your manga"
