I would do both. The challenge for beginners is may small studio space more than cheap gear. So I'd do a pro setup for a much desired result and next try to emulate that with cheap gear in a much smaller studio.

I almost voted Budget because a large number of those who need help are going to be at or a little above entry level shooters. I've mentored my share of beginners over the years and have always advised they set a comfortable budget and work with that until they outgrow it. While I hope they continued their journey, I know that quite a few A. lost interest B. became frustrated with the learning curve or C. simply "life happened". I instead voted Any Setup because it more closely resembled a mix of budget and pro level gear and setup videos. I hope that makes sense since I'm no more eloquent than I am elegant.

A budget setup would be more beneficial to newcomers and hobbyists. A professional photographer should easily be able to identify a setup without the need to watch a video. You’ll also find professionals already have set ups that they’re happy with and will stick with, also professionals won’t tend to watch a video set up cause they don’t tend to worry about new gear until it presents its self. They’re focusing on their business than watching YouTube videos.
