Having a giant ring of stagnant water trapped between your walls feels like a highly questionable urban planning move. Mosquitoes are a thing in Elder Scrolls, right?

They are historical, often called concentric castles with multiple layers of walls, this reminds me the most of Constantinople's triple walls. However, the historical ones typically seemed to have the inner wall at a greater height so they can fire over the lower wall and it seems more common to have the moat on the outside rather than in between...

The concept art has some interesting historical features. The play on elevations and double walls turn the dry moat (yes, these kinds of moats were dry usually) into an inescapable kill box. Also, the little crooked path towards the gatehouse, which was meant to deter battering rams. This is actually a serious stronghold. I believe Shadiversity had a few videos on Oblivion cities, showing their defensive potential.

The original concept art for Chorrol had this interesting double-wall moat feature - not sure how practical it is really, but it makes for a fairly visually interesting layout, as opposed to just another walled city...
