This is called the foundation


It's about shonumi's dad getting send to the foundation due to attacking her
And he is put in a special treatment like he's muzzled up and chained up

And as for doctor bloom ( inspired by ‪@1LUV_GOURDY‬ )
She is the main protagonist

Her goal is to make sure shonumi's dad is under control and if he gets out of control she has his remote and uses it to shock his collar
