We had government run semiconductor fab called SCL in Mohali punjab more than 40 years ago where we used to manufacture many chips, unfortunately because they couldn’t compete with foreign private companies and were making a loss it was shut down and the facility was given to isro. So these are not the first and neither are these of better quality, we indians are not stupid, ofcourse we can make microprocessors even many years ago we could but problem is that we are just not competent and others are better at it. And industry will always buy the best and the cheapest.

180 nm is outdated technology that's 20+ years old. Maybe 25 years old. Currently countries are racing towards 2 nm chips.

A large, modern semiconductor fabrication plant can consume an enormous amount of fresh water every day. (1) A typical large fab uses 2 to 4 million gallons of water per day. (2) The world's most advanced "mega-fabs," like those run by TSMC or Samsung, can use upwards of 10 million gallons per day.
