Cell is a great next villain after Frieza. Keep in mind Kami said Cell is way stronger than the androids so them teaming up would not help at all.

As a kid, Cell was the first villain to ever terrify me. He’s literally the embodiment of horror. Why? Because this guy DRINK people. Another reason why he’s so dangerous and terrifying, he has Goku’s and Vegeta’s cells so he possessed the same trait of a Saiyan, and Frieza’s cells which makes him the cruelest character while seeking for the power he desired to get stronger. And for the first time, Cell is the first villain where “teaming up” against him would likely not work, and if he absorbs 17 and 18, they’re screwed. By far, Dr. Gero has literally created the most powerful monster ever existed. A Soon-to-be-Perfect monster.
