The proposal is done by the Imam conducting the ceremony with permission from the lady and her Wali, or the proposal is done directly by Wali of the lady, and the groom accepts the proposal. This is the correct way. The groom can not propose. He can only accept proposal from Wali or Imam acting on behalf of Wali.
