I'm pretty sure it's both since, to my knowledge at least, being a bit fat and muscular at the same time is a good thing but also if he's only fat he wouldn't be able to lift any of the miniguns let alone use them

Most likely both. Look at any strongman - they're muscular, but they need fat to cushion the muscle. Bodybuilders just look pretty, it's always strongmen who can actually lift the largest amount of weight

easy, strongfat it’s a relatively well known body type that, as the name implies, revolves around being relatively muscular but equally chunky. another good example is Roadhog from Overwatch who has highly noticeable muscles on his arms, but also boasts a damn big gut. Heavy just happens to be on the slightly more reasonable end of strongfat while Roadhog’s on the more extreme end (despite TF2’s setting and lore being way more goofy and extreme compared to OW)
