Wow, I've seen some bad Half Dome "safety" setups but this one blows them all away. For the non-climbers out there, this is a sling. Slings are made for holding climbers in place - not falling on! They would be very dangerous to fall on even with a proper harness - and he's got one wrapped around his body!
Now it would probably prevent a fall OFF Half Dome but could easily cause serious injury in an actual slip. Even a 12" fall (which could happen just from a faceplant slip) onto a static line can generate 4–6 kN - equivalent to several hundred pounds - of force. Imagine that on webbing that's less than an inch wide wrapped around your gut!
