September 19, 2025 Dear Mr. Manifest and Mr. Brownseed, The Virginia Board of Historic Resources met yesterday and selected highway marker applications to advance in the process toward becoming a state marker. The Clarence Smith application was chosen as the second of two alternates, meaning that if two of the selected projects drop out of the process for any reason, your proposal would be eligible to fill the second slot. I hasten to add that DHR is very interested in this topic. The scoring committee thinks the proposal has very good potential for approval in a future application cycle if you can provide additional documentation to help us learn more about the influence of Clarence Smith/Allah. Providing source material to help answer the following questions would be ideal: How widespread is the Five Percent Nation? Does it function primarily in Harlem, or is it nationwide (or are there international followers)? In what specific ways have the beliefs of the Five Percent Nation influenced music, culture, and identity? What are some examples? How influential has the Allah School been? Does it draw students from a wide area? The scoring committee can evaluate applications based only on the materials that the applicant submits, so additional source material would be very helpful.
