Nah they're fucking tripping. Naruto has astronomically higher highs , aswell as slightly higher lows. MHA is pretty meh until season 6/7 , but Naruto is pretty consistently top tier the entire time bar a few side plots within otherwise good arcs that take up a bit too much of the time... Lookin at you 2nd sasuke retrieval...
