I’d definitely agree with Kozuka being on the job. As you mentioned, Persona 1 features a lot of ambient and ethereal pieces that makes it feel like you’re traveling through this Alice in Wonderland esque world. Kozuka wrote very similar sounding music for the SMTIV games and SMTV. In fact, Persona 1’s musical style feels very similar to those games. Let me give some examples. For one thing, both Persona 1 and SMTIV feature their own Black Market theme which sound near similar. The background moans in Nemesis Tower remind me of some of the shop themes from SMTIV like the Hunter Association and Member’s Only Club. The Ashura-Kai Authorized Shop feels similar to one of the shopping themes(the west entrance one specifically). Lastly, the Devil’s Peak/Lost Forest song reminded of the Fairy Forest song and Fairy Village song from Apocalypse and SMTV, respectively.(really more Fairy Village imo) so I agree Kozuka would be perfect at adapting the vibe(really hope they just make him the sound director).

Hot take, I know, but what I'd like to see them do for the music of a potential Persona 1 remake is to sorta make a combined soundtracks of the PS1 and PSP soundtracks, making it mostly PS1 but bringing some of the PSP songs as well. Rearrange the PSP themes to fit with the game's atmosphere, give the vocal PSP songs a second verse and maybe a bridge as well, implement some motifs from both soundtracks in the music and implement the music of both soundtracks in interesting ways. An obvious example is have Normal Battle be the normal battle theme and a new arrangement of A Lone Prayer be the advantage battle theme (depending on how they'll potential remake and rework the gameplay) but another example I had was, for bosses, have the first part of the battle play a new arrangement of Bloody Destiny but the second part of the battle have Battle - Mid-Boss play, including it's ambient start. And, obviously, get the right people for the right arrangement, so like, including your ones, get Kozuka or Kitajoh for the vocal the, for example, and, obviously, include an option to listen only to the PS1 or PSP soundtracks for those who have preferences. Again, this is a hot take and not everyone will agree with it, especially the PS1 enjoyers, but, while your suggestion is objectively the best approach, I still think mine could work

If they do arrange the music, I hope it's just straight up arrangements and not 80% new songs and 20% arrangements that aren't as good as the original song (like the PSP version)

Short answer is Kozuka, but I’d also hope that atlus doesn’t make the composers try to streamline P1’s bizarre ost to fit in with games like 3-5. And I like the OSTS of those games, don’t get me wrong, but I feel having P1 be the odd one out is what gives it its identity. Tl;dr they better not fumble tesso’s funny rat song or i swear to GOD i will cast hassou toby directly towards atlus’ CEO

I kinda hope they choose to update the PS1 OSTs (even though some PSP ones are good). They could just update the songs so they don't sound like they come from a 30 year old game, instead of changing them too much. The important part though is that they keep the same essence. But then again, there is probably a good chance that they don't keep the PS1 OSTs at all.

I would also add Toshiki Konishi to the mix, at least as a featured composer. With the right direction, he is also capable of rearranging at least the most rock themes. As for the "other" soundtrack... That should be either an option of music (if you wanna hear the original themes or the PSP ones on your playthrough), or an MP3 soundtrack for the dungeons like in P3, if not some other areas.

Specifically, the second guitar that plays after the ost starts. The one that sounds majestic. I'd really appreciate it.

Honestly, persona 1 og soundtrack is just boring for the most part. It just sounds like generic old SMT which if you like that, its cool, but I prefer the psp version with new songs and remixes more

Random Thought: If Atlus ever decides to remake P1 and take another crack at updating the soundtrack (and you know include the entire soundtrack this time) in my opinion the composers that should be tasked with the job are Ryota Kozuka and Kenichi Tsuchiya. Kozuka because to me he is realistically the only composer at Atlus that could do Aoki's work justice and maintain the ethereal sound of the ost's more ambient songs and the dream like atmosphere of the game. Tsuchiya because he is the only composer left at Atlus that worked on P1 and composed the battle themes and character themes. Not only could he remake his own work but since he worked on the original he would be the most knowledgeable about what the whole of idea and sound for the original soundtrack was and could relay that to Kozuka. If necessary you can also include Kitajoh to handle the shop themes since those would be more his style. Of course the original soundtrack should also be included with any P1 remake but knowing Atlus they will charge extra for that.
So the composer list would be as such:
Ryota Kozuak: Aoki's songs, Ambient tracks (e.g. City 2 Accident)
Kenichi Tsuchiya: Battle Theme, Character themes
Atsushi Kitajoh (if necessary): Shops
