Look, this memo says nothin. Let’s break it down. Some unknown investigator which seems to be referred to as an informant for civilian police gave information to a the police saying they know about flying saucers. Went from the mouth of an unknown Airforce investigator, to civilian police Howe, to Kurtzman, to Guy Hottel who had a memo of this investigation written to the FBI director, whoever that was at the time. For all we know, the Airforce informant could just be blowing smoke up someones butt. That’s the most likely case.
