Aizen is blessed with a broken Shikai that helps him with his plans. Mayuri makes his own stuff. However you could argue that Aizen understands people more; emotional and psychological intelligence.

Aizen is like batman. He is smart all around, but their are people smarter then them in specific categories. I think mayuri could make a hogoku but his fasination is on other things at the moment.

To me the answer is clear, Aizen like Uarahara has more innate talent while Mayuri has dedicated his entire life to research and experimentation to keep up with these more gifted geniuses. Given a specific problem they all will probably end up solving it, the difference is the time and methods they use to get there with Urahara getting there first and then Aizen/Mayuri (depending on how motivated Aizen is)

Mayuri is smarter, but I feel like Aizen “knows” more. Like…. Within his own sphere of knowledge, Mayuri would 100% outdo Aizen, but Aizen’s sphere is wider.

Mayuri is MUCH better at thinking on the spot. He can come up with a winning strategy against an opponent he didn't even know he was about to face. Aizen is better at long term planning and scheming.

People forget that Aizen also made a Hogyoku without the help of Urahara R&D and in hiding. If anything we don't know exactly when Urahara made his but it seem there is chance that Aizen made the first.
