My membership program has been temporarily disabled. Long story short, Google was supposed to send me a PIN number in the mail (which I requested 2 weeks ago). They say it takes 2-3 weeks to arrive BUT it expires in 2 weeks. Sound like a ">" vs ">=" error (just like the YouTube 301 views cache issue haha).
