Let’s be honest: Pagan was hospitable and a friendly host. Ajay didn’t have to leave the area to find Sabal and the Golden Path. And even after that, Ajay didn’t have to join the Golden Path. All he was here for in Kyrat was to lay his mother’s ashes to rest. And if anything, in the end, Pagan was the only one who was honest to Ajay at the end of the game, even telling him about his half sister Lakshmana, who is Pagan and his mother’s child.
