Burke was a company man, and an opportunist just trying to make a profit. Thoroughly unlikable, but nowhere near the awful sadist that Percy was.

Percy was nasty and vile, but he only arranged for one man to be executed horribly... Burke has an entire colony on his hands, then arranged for a child and woman to become hosts for xenomorphs so that he could profit from it, then abandoned them to an ambush along with the marines who were his best bet for getting out of there alive... No contest, imo.

It’s interesting how Burke is being viewed better than Percy when Burke on multiple occasions made choices that should have killed multiple people (including a child). On the other hand Percy burnt someone alive via electricity. So Burke failed to do much much worse, while Percy succeeded at being awful.

While Burke was cold and only did things for the benefit of Weyland-Yutani, Percy took sick pleasure in tormenting people, throwing his family influence around and generally being horrible little man.

Burke, because the outcomes of his actions would have been mass death or possibly even the extinction of human life on Earth. Percy would have "only" tormented a few vulnerable people and killed very few of them.
