Shiva Puran, Vidyeshwar Samhita 5:10 (Chapter 5, Verse 10) शिवेनोक्तं प्रवक्ष्यामि क्रमाद् गुरुमुखाच्छ्रुतम् । शिवैको ब्रह्मरूपत्वान्निष्कलः परिकीर्तितः ॥१०।। On this subject, I will describe in sequence exactly what Lord Shiva has said and as I have heard it directly. The one and only Lord Shiva, being of the nature of Brahman, is called niṣkala (formless). (Verse 10) Shiva Puran, Vidyeshwar Samhita 5:11 (Chapter 5, Verse 11) रूपित्वात् सकलस्तद्वत्तस्मात् सकलनिष्कलः । निष्कलत्वान्निराकारं लिङ्गं तस्य समागतम् ॥११।। Because he possesses form, he is also called sakala. Therefore, he is both sakala and niṣkala. It is due to Shiva’s niṣkala (formless) nature that the fundamental object of his worship, the liṅga, is also obtained in a formless state — that is, the Śivaliṅga is a symbol of Shiva’s formless aspect. (Verse 11) Shiva Puran, Vidyeshwar Samhita 5:12 (Chapter 5, Verse 12) सकलत्वात् तथा वेरं साकारं तस्य सङ्गतम्। सकलाकलरूपत्वाद् ब्रह्मशब्दाभिधः परः ॥१२।। In the same way, because Shiva is sakala (with form) or sākāra (manifest), the fundamental basis for his worship in the form of an image is obtained — that is, the embodied image of Shiva serves as a symbol of his manifested form. Being both sakala and akala (that is, having a form with all limbs and features, as well as being formless, entirely devoid of limbs and features), he is indeed the Supreme Being referred to by the word Brahman. (Verse 12)

Actually it related to fertility and the creation of life, why do you think we call them as jagan matha and pitha because it's literal simplification of the male and female union. The whole birava tantra speaks about this union the practice kriya yoga also related to this we have old painting and carvings related to this. Even in rasvatha or alchemy we had these practices of union of shiva and Shakthi as in Mercury and copper. This concept is old as time both in and out, heat and cold, push and pull duality and understanding the principle to actually achive liberation is what all this about. The source is knowledge and the highest being is universal consciousness, but we still use these kind of ritualistic practices that was revealed to people for a certain period of time not for overall time if you actually see even in the different yugas their diet,habitat form of worship social hierarchy and even social practices were drastically changed. It's more like how a civilization should operate. Change is the only certainity and the unchangble cause of everything But this isn't the final goal, the actual goal is to understand one's divinity and release from the mortal bounds. that is why shiddhas are known to worship God in their cosmic form rather than idols.

Why stupids add their own 2nd line that shiv ling depicts both shiva and shakti. That's not there in the sanskrit mantra above. Any Linga is the sign of something it depicts or represents. Shivling depicts shiva. There is no shakti sign in it. That's why u see parvati idol always separately, wherever there is shivling.
