Does Goku's instant transmission count as a form of travel speed, like...is it scalable and fine to use as proof in powerscaling?

Honestly it makes no sense. He should be massively ftl by millions of times in base. Compared to that an instant is super slow. So I think it gets faster as he does so it's unscaleable.
