Boruto himself admitted that he isn't as skilled as his grandfather using Flying Raijin. Tobirama also said Minato is better than him using it. Genma learned it from Minato and it needs all the 3 of Minato's guards in order to work. Minato is the best user so far no doubt.

I think this is actually pretty easy to determine: Minato>Tobirama>Boruto>Genma It was literally Minato’s specialty, Tobirama created the jutsu and was shown using it pretty efficiently, Boruto is able to use to but he has to physically do the hand signs, Genma needed two other jonin to perform the jutsu.

We gotta admire Genma for being one of the only background featless shinobis that can do it. And Boruto in TBV is just so op when we got to see him after the time skip with all of the best jutsus ever known.

It’s 100% Minato. Boruto uses a different but similar technique. He’s also a bit inferior to his grandpa.
